Groundbreaking ceremony for a pioneer governmental PFI project implemented by Warbud

On April 7, 2016 in Nowy Sącz in the south of Poland a ceremony was held to celebrate the commencement of the Construction Phase of the development project named "Construction of the New Seat of District Court in Nowy Sącz in Grunwaldzka St." This is the first project in Poland implemented as a Private Finance Initiative in which a State Treasury unit is acting as the Public Partner.

A symbolic "first shovel" started the first historic governmental programme implemented as a Private Finance Initiative. The project was inaugurated in the presence of the invited guests by representatives of Warbud - Mirosław Józefczuk, Board Member, Ministry of Justice - Vice-Minister Łukasz Piebiak and Jan Paziewski - Director of Budget and Financial Effectiveness Department, Robert Kałuża - Deputy Director of PFI Project Support Department in the Ministry of Development, representatives of the Investor - District Court in Nowy Sączu - President Mieczysław H. Kamiński and Director Józef Kiełbasa, Dariusz Rams - President of the District Court in Nowy Sącz, Krzysztof Sobierajski - President of Court of Appeal in Cracow and Robert Kasprzak - Director of the Structural Finance Department in Bank Gospodarstwa Krajowego.

The ceremony was also attended by Mayor of Nowy Sącz, representatives of Court of Appeal in Cracow and District and Regional Courts.

'The project in Nowy Sącz is a pioneer PFI project in Poland.  A comprehensive implementation of the project in the PFI formula guarantees time savings and cost optimisation by as much as 20% in comparison with the traditional methods of project implementation. The efficiently implemented subsequent phases of the project and the support from the Ministry of Justice and the Ministry of Development confirm that PFI is a good direction for the development of public infrastructure. We are glad that Warbud has its share in that success,' said Mr Mirosław Józefczuk, Warbud's CFA and Board Member.

The aim of the project implemented in the Private Finance Initiative formula is to design, build, equip and then operate and maintain the 4-storey District Court building in the period of 20 years after construction. The Public Partner responsible for the project is District Court in Nowy Sącz, the Private Partner and general contractor is Warbud S.A. The project is implemented under supervision of the Ministry of Justice and supported by the Ministry of Development. The Private Partner is also financing the project in cooperation with Bank Gospodarstwa Krajowego.

'This is an important day for governmental circles. It is a debut and if it proves successful, it will give a green light for many other governmental projects not only for judicial authorities but for other public projects which may be implemented as PFIs,' said during the ceremony Mr Łukasz Piebiak, Vice-Minister of Justice responsible for judicial service.

'The Private Finance Initiative for this project gives the Public Partner not only real financial savings but also support from an experienced Private Partner at each phase of Project implementation.  The fact that the responsibility for the overall execution of the project - from the design phase, through financing, construction and project management in a 20-year period is vested in the Private Partner will allow the Public Partner to fully concentrate on its core activities,' said Mirosław Józefczuk, Warbud's Board Member.

Thanks to the efficient cooperation of both partners and co-operating institutions it was possible to start construction work three months ahead of schedule. The completion of the construction project is planned for December 2017 and the District Court will move in to the new premises in the first quarter of 2018.
