On 23 and 24 April 2015 at the Ossa Hotel in Rawa Mazowiecka the first Private Funding Initiative conference was held under the title "PFI Academy in Health Services - Practical PFI Solutions in 7 Steps".

PFI Academy is an initiative put forward by Warbud S.A. whose intention is to disseminate good practices and positive experience of the companies Warbud and VINCI in the field of PFI. The action is in line with our firm's intensive work aimed at popularizing the idea of public-private partnership between the public and private sectors in the field of development and management of public infrastructure.
The last meeting was organized among others by the staroste of the Rawa poviat, Warbud S.A. and the A.M.G. Finanse consultancy firm. The Honorary Patronage of the conference was taken by the Ministry of Economy, Łódź Region Marshal Office, Bank Gospodarstwa Krajowego, Union of Polish Poviats, Instytut PPP and Łódź Regional Development Agency. The conference moderator was Ms. Klara Klingier from the "Dziennik Gazeta Prawna" daily.
The main topic of the conference was the PFI model and its application in the implementation of development projects in the health service sector. There were a number of legal, financial and organizational issues discussed in the conference as well as examples of completed projects and guidelines for a practical implementation of all the experiences.
Among the speakers were representatives of  the Ministry of Economy, Bank Gospodarstwa Krajowego, Instytut PPP and law firms handling those issues on a daily basis. There were also discussions with the participation of the Rector of Łódź Medical University, representatives of the European Investment Bank and Łódź Regional Development Agency. The individual panel discussions were also attended by Warbud representatives: Mr. Mirosław Józefczuk, Mr. Przemysław Szulfer, Mr. Lech Wąsowski and Mr. Dariusz Matulski. Our guests during the conference were our colleagues from the British company VINCI Facilities UK who shared with us their experience in the construction and management of hospitals in the PFI formula.
Our guests were also directors of poviat, regional and clinical hospitals, starostes from the Łódź region, treasurers and self-government partners from other regions, representatives of voivodes, mayors and presidents of towns and cities as well as experts in the field of medical technologies and development projects.
Mr. Mirosław Józefczuk, Warbud S.A. Board Member stated that a positive conclusion from the expert discussions and unofficial talks is that in Poland the social and political climate is exceptionally favourable for projects in the public-private partnership formula.
This follows among others from the change of attitudes of governmental agencies and public administration bodies to PFI projects and the change of approach presented by banks to financing them.
Several other conferences in that cycle have also been planned. The next conference will be organized at the turn of May and June 2015 in Warsaw.
