Warbud takes part in a PFI conference: Cracow, Lvov, Nuremberg - international experiences

On October 19, 2016 a conference was organised in Cracow which summarised the project named 'Polish-German-Ukrainian self-governmental PFI initiative' which was  implemented in the period of significant legal changes closing the last 7 years of the development of the PFI market.

The event which was supported by Warbud was another chance for a discussion and presentation of summaries by experts, market specialists and local governments related to the perspectives and challenges of Private Finance Initiatives.

The host of the meeting was Mayor of Cracow, Mr Jacek Majchrowski. The participants of the conference represented partner cities - Cracow, Nurnberg and Lvov. There were special guests in the conference, among others Ukrainian Consul General and German Deputy Consul General.

During the conference Mr Mirosław Józefczuk, Member of Warbud SA's Management Board, presented example of projects implemented within the PFI framework by VINCI Group companies.

'VINCI Group, Warbud SA's shareholder, has for a long time been implementing PFI projects in Germany, Great Britain or in France. Thanks to such initiatives as this conference in Cracow, local governments may become familiar with details of international experiences in the field of PFI. We dispel myths together and confront the parties' expectations and capabilities. All that has is aimed at allowing the prospective partners operating in Poland to gain profits from the opportunities offered by the Private Finance Initiative model being a method of implementation of public development projects,' said Mirosław Józefczuk.

Treasurer of the City of Nuremberg presented numerous positive examples of school construction projects implemented as PFIs including those completed together with VINCI. Mr Bernhard Kohl, representative of Bavarian government, talked about financial and organisational support provided by land authorities to local development projects.

The participants of the conference could also find out about details of the PFI projects implemented by the city of Cracow and the city's development plans.

'Such meetings give us an excellent opportunity to share our experiences. We can learn, look into some solutions used by our colleagues from partner cities as well as share our knowledge. It is also very important that representatives of the private sectors are present in the conference as it gives us a chance to find about the expectations of the private party, which is very important for achieving mutual success in project implementation,' said Mr Przemysław Chwała, Manager of Fund Acquisition and Development Department of Sports Infrastructure Authority.

'However, successfully completed projects are most important for the promotion of the PFI model. In Poland we have been implementing the first governmental PFI project - construction of the seat of District Court in Nowy Sącz. We believe that by sharing our experiences we will manage to develop the PFI model in Poland and after today's conference - also in Ukraine,' said Mr Józefczuk.
